Ms. Luebbert has been working with Boone County since 2009 (both in her previous position and since) as they work towards more complete compliance with their NPDES Phase II permit.

This work has included extensive work with the Commission and staff to draft stormwater ordinances to address illicit discharge detection and elimination, construction site runoff control, post-construction runoff control and requirements for maintenance of installed best management practices. It also included working with staff to develop the associated design guidance including stakeholder meetings.

Ms. Luebbert also assisted in drafting some initial Good Housekeeping SOPs for staff to use in training. Most recently, Luebbert Engineering was subcontracted to recommend modifications to the County’s weed ordinances to reduce the conflicts with stormwater quality objectives.
