Ms. Luebbert has been working with the City of Excelsior Springs since 2007 (both in her previous position and since) as they work towards more complete compliance with their NPDES Phase II permit.

This work has included preparing the initial permit application and Stormwater Management Plan (SWMP); drafting stormwater ordinances to address illicit discharge detection and elimination, construction site runoff control, post-construction runoff control and requirements for maintenance of installed best management practices; working with city staff to customize standard operating procedures for Good Housekeeping in municipal operations (starting with SOPs developed with Liberty); developing inspection checklists for construction sites and post-construction best management practices (BMPs); and preparation of annual reports.

Excelsior Springs participated in the Good Housekeeping SOP training hosted by Liberty in the spring of 2011.
