Ms. Luebbert has been working with the City of Holts Summit since 2010 (both as a subcontractor to her previous employer and directly) as they work towards more complete compliance with their NPDES Phase II permit.

This work has included preparing an updated Stormwater Management Plan (SWMP) and presenting it for adoption to the Board of Aldermen. It also included drafting stormwater ordinances to address illicit discharge detection and elimination, construction site runoff control, post-construction runoff control and requirements for maintenance of installed best management practices.

Additionally, Ms. Luebbert wrote the City’s annual reports since 2010-2011 permit year.
