Ms. Luebbert has been working with the City of Liberty since 2007 (both in her previous position and since) as they work towards more complete compliance with their NPDES Phase II permit.
This work has included drafting new and amendments to stormwater ordinances to address illicit discharge detection and elimination, construction site runoff control, post-construction runoff control and requirements for maintenance of installed best management practices.
Ms. Luebbert also assisted in rewriting their Stormwater Management Plan (SWMP) for the 2008-2013 permit cycle. Her work also included preparation of annual reports. She worked with city staff to develop documented standard operating procedures for Good Housekeeping in municipal operations.
Liberty coordinated a training presented by Luebbert Engineering on these SOPs in the spring of 2011. Three other communities participated in this training. After a 2009 EPA inspection (aka “audit”), Ms. Luebbert worked with staff to address all of the required actions.
