Ms. Luebbert has been working with the City of Marshall since 2007 (both in her previous position and since) as they work towards more complete compliance with their NPDES Phase II permit. This work has included preparing a Stormwater Management Plan (SWMP) for the 2008-2013 permit cycle.

Ms. Luebbert also drafted stormwater ordinances to address illicit discharge detection and elimination, construction site runoff control, post-construction runoff control and requirements for maintenance of installed best management practices.  She worked with staff to develop inspection checklists for construction sites.  Additionally, Ms. Luebbert has written the City’s annual reports.
