Ms. Luebbert has been working with the City of Mexico since 2008 (both in her previous position and since) as they work towards more complete compliance with their NPDES Phase II permit.

This work has included preparing a Stormwater Management Plan (SWMP) for the 2008-2013 permit cycle. It also included drafting stormwater ordinances to address illicit discharge detection and elimination, construction site runoff control, post-construction runoff control and requirements for maintenance of installed best management practices.
